This column first appeared in the Wall Street Journal Europe on Friday 3 October, and then this morning in La Tribune. I argue that European policymakers should focus on banking supervision as the priority focus of their joint efforts, rather than trying to create Europe-wide tools for direct financial intervention in banks, because the latter won't fly given the EU's current institutional framework.
