The European Parliament today published this study, in which Anna Gelpern and I take a holistic look at the EU regime for non-viable banks - including the EU resolution framework, national insolvency proceedings, and deposit insurance, to which we add state aid control and what we call mutual support arrangements. We take the US regime, centered on the FDIC, as the starting point of our analysis (as requested ECON Committee staff), and consider avenues for EU reform in light of this benchmark.
