The Greens/EFA Group of the European Parliament commissioned this paper which I coauthored with Anabel Gonzalez, and published it earlier this month on the same day as Anabel gave testimony about it in Brussels. In it, we take a holistic view of the changing trade policy landscape and especially the escalating frictions between China and the United States. We recommend that the EU should lead from strength, along several dimensions that include outreach in China and in the US, finalization of the China-EU Investment Agreement, the multilateral framework and WTO, the EU-Japan-US trilateral discussions, bilateral EU-US trade arrangements, and relationships with other jurisdictions around the world.
