A Special-Purpose EU Plan to Help in the Pandemic Crisis

Starting last Friday, I have jotted down ideas for an EU response to the challenge of pandemic disaster relief that would rely on simple financial engineering. Unlike most entries in this blog, this is not a formal publication but an evolving PowerPoint deck that has served as basis for discussions with various interlocutors, including my colleagues at Bruegel and the Peterson Institute.
